The aim of this bulletin is to disseminate information about the Afghanistan National Development Strategy (ANDS)process, and on going events and activities. The ANDS bulletin will be published on a bi-monthly basis.

Sub-national Consultations Update:

Afghanistan National Development Strategy launched the sub-national consultations. Ten provinces: Kapisa, Parwan, Takhar, Badakhshan, Baghlan, Kunduz, Helmand, Bamyan, Dai Kundi and Ghazni, have successfully completed these consultations and the process is going on to cover all 34 provinces.

Afghanistan Compact Monitoring Report

The fifth meeting of the Joint Coordination and Monitoring Board (JCMB-V) took place on 1 st of May 2007 in Kabul. The JCMB reviewed the progress to date on the Afghanistan Compact. The five priority issues for this, JCMB meeting included security, governance, narcotics, elections, and refugees.

The JCMB focused on finding ways to reduce the impact of insecurity on development in affected districts, management of refugee returns, and steps to increase the effectiveness of anti-corruption efforts.

The fifth JCMB meeting complemented the Afghanistan Development Forum (ADF) and reviewed the first annual Report on the implementation of the Afghanistan Compact. The annual report provides a review of progress and makes recommendations to further improve the implementation.

Rome Conference on the Rule of Law, Results & Documents

The Conference has commended the Afghan Government for the efforts and the progress made, while at the same time recognizing that the implementation of the rule of law, while striving towards international standards and respect for human rights as started in the Afghan Constitution, requires a long term commitment, consistent with Afghan needs and context, and structured investment.

Within the framework of the Afghanistan Compact, the vision of “Justice for all” and the Afghanistan National Development Strategy, the government has committed itself to finalize a national Justice Sector strategy and to implement a comprehensive rule of law reform with the assistance of the international community that has pledged significant support.

Donors at the Conference confirmed their previous and continuous commitment to the reform of the Justice and Rule of Law sector. In addition they have made new pledges for a total amount in the range of about 360 millions dollars (some of which are multi-year pledges) to support short term projects and will consider to commit further funds to implement the National Justice Program.

Civil Society and ANDS:

Civil Society empowers the government in different fields such as economy, politics, social and cultural aspects of life as a platform that enables state and society to interact independently. The important role of civil society is about advocacy and information exchange. Civil society also improves the process of democratic governance while providing information for policy makers and also cooperates with the government through checks and balances.

The Afghanistan National Development Strategy (ANDS) Secretariat was created to further the reconstruction and development agenda in Afghanistan. To this end, the ANDS office has a close relationship with international donors and civil society.

ACBAR, the NGO coordination body, is now a member of the ANDS External Advisory Group (EAG). Civil society members also play a key role in the ANDS working and consultative groups, both of which debate development issues, including sector strategy.
